MAIN COUNCIL CHAMBERS – FIRST FLOOR OF THE COURTHOUSE
Members present were Charles A. Beasley, member; Johnette Caughman, member; Jackie Josey, member; Gordon Eckley, Vice-Chairman; David Addison, member; Ron Fountain, member. Staff present were Alan Watkins, Administrator; Julie Atkinson, Assistant Administrator/Clerk to Council.
Pursuant to the Freedom of Information Act, all individuals requesting notifications were so notified.
oPEN MEETING AND INVOCATION
Councilman Beasley gave the invocation and Vice-Chairman Eckley opened the meeting and welcomed everyone. Chairman Windham was not present.
REQUEST FOR MOTION ON ADOPTION OF RECOMMMENDED AGENDA
Councilperson Josey made the motion to approve the agenda as written. Councilman Addison seconded the motion. Vice-Chairman Eckley called for the vote, and motion carried. All voted in favor.
REQUEST FOR MOTION ON THIRD READING APPROVAL OF ORDINANCE
AUTHORIZATION FOR LEE COUNTY REGISTRATION AND ELECTIONS COMMISSION TO CONDUCT THE TOWN OF LYNCHBURG MUNICIPAL ELECTIONS
Councilperson Josey made the motion to approve for third and final reading of ordinance. Councilman Addison seconded the motion. Vice-Chairman Eckley called for the vote, and motion carried. All voted in favor.

UPDATE ON CAPITAL PROJECT: OLD BISHOPVILLE HIGH SCHOOL PARKING LOT AND AWARD OF CONTRACT FOR LOW BID
Mr. Watkins said that the County took over property over two years ago. He said it was put out for bid on SCBO and six contractors came to the bid meeting. There were two bids submitted, and low bid was $190,957 from Charles Smith Company. See attachment of breakdown of the budget for this project.
Mr. Watkins said this would be for a 40 space parking lot, covered walkway and a possible metal stairwell. Mr. Watkins added in addition to the work by Charles Smith. The County has received insurance for damage to rec office roof for $44,000. Council agreed to proceed with Charles Smith as well as other repairs to the building. He said this does not include PARD money.
Councilman Fountain made the motion to approve Charles Smith Company as the low bidder at $190,957. Councilperson Caughman seconded the motion. Vice-Chairman Eckley called for the vote, and motion carried. All voted in favor.
Councilperson Caughman asked what the money from the landfill would be used for. Mr. Watkins said there were no projects planned. He said the County would get $30,000 this year but have to have signatures from the Legislative Delegation.
Councilperson Caughman asked about repairs to the Mental Health building and has anything been done. Mr. Watkins said the County does not charge rent for the building. He said he would talk to Will Wheeler and Thomas McElveen to see if money can be received from the state. Mr. Watkins said he would try to get some money in the budget for this.
Councilperson Josey asked Mr. Watkins if a representative from Boeing been to visit Lee County. Mr. Watkins said he thinks someone came last year to visit schools. Mr. Watkins said he would ask Jay Schwedler to make sure.

Council entered Executive Session at 10:07 a.m. on a motion made by Councilman Beasley, seconded by Councilperson Josey. Council came out of Executive Session at 10:07 a.m. on a motion made by Councilman Beasley, seconded by Councilperson Josey. No action was taken. No votes were taken.
The meeting was adjourned at 10:08 on a motion made by Councilman Addison, seconded by Councilman Beasley.
