Members present were Travis Windham, Chairman; Gordon Eckley, Vice-Chairman; David Addison, member; Charles A. Beasley, member; Jackie Josey, member; Johnette Caughman, member. Staff present were Alan Watkins, Assistant Administrator; Julie Atkinson, Assistant Administrator/Clerk to Council; Tim DuBose. Others present were Pat Carter, Henry Carter, Carrie Gass, Frank Millican, Merdis Bryant, Ennis Bryant.
Pursuant to the Freedom of Information Act, all individuals requesting notifications were so notified.
OPEN MEETING, INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG
Chairman Windham called the meeting to order and welcomed everyone. Vice-Chairman Eckley gave the invocation and led the Pledge of Allegiance to the Flag.
REQUEST FOR MOTION ON ADOPTION OF RECOMMENDED AGENDA
The agenda was approved as written on a motion made by Vice-Chairman Eckley, seconded by Councilman Addison. Chairman Windham called for the vote, and motion carried. All voted in favor.
REQUEST FOR MOTION ON THIRD READING APPROVAL OF ORDINANCE
ORDINANCE AUTHORIZING THE EXECUTION AND DELIVERY OF A FEE AGREEMENT BY AND BETWEEN LEE COUNTY, SOUTH CAROLINA AND SOUTH ATLANTIC CANNERS, INC. PROVIDING FOR PAYMENT OF A FEE IN LIEU OF TAXES, THE ISSUANCE OF SPECIAL SOURCE REVENUE CREDITS, AND OTHER MATTERS RELATED THERETO

Mr. Watkins said that this matter needed to be taken care of today so they could move forward with the purchase of new equipment. He said this was a $14 million investment with 9 new jobs.
Mr. Watkins said that SAC was upgrading the facility and machinery over a five year span. He said the nine new jobs would pay an average of $19 per hour. He said they were entitled to a reduction of fee agreement from 10.5% to 6% in taxes for a 30 year agreement. They also qualified for 15% SSRC for 15 years. He said the balance of taxes collected will be divided between county and school district.
He said they were replacing the roof on the building and doing work in the parking lot. He said the upgrade in equipment would be inside the building.
Councilperson Josey made the motion to approve for third and final reading. Vice-Chairman Eckley seconded the motion. Chairman Windham called for the vote, and motion carried. All voted in favor.
- TEXT AMENDMENT TO AMEND THE LEE COUNTY ZONING ORDINANCE TO PERMIT A WASTE TIRE PROCESSING FACILITY AS A SPECIAL EXCEPTION IN A RURAL DISTRICT BY THE BOARD OF ZONING APPEALS AFTER A PUBLIC HEARING
Mr. Watkins said he received a letter from the Planning Commission on December 28, 2016 requesting to amend the Zoning Ordinance to allow a tire processing plant. There was concern being a permitted use instead of a special exception.
The Council amended the proposed request to allow a waste tire processing plant to be allowed as a special exception in which you apply for a permit and then would have to appear before the Board of Zoning Appeals and have a public hearing and meet the five additional guidelines set forth by Council. He said that Council is authorizing the zoning but the person applying would have to obtain a permit from SCDHEC, and there is a list of requirements.
Councilman Beasley made the motion to approve for third and final reading. Vice-Chairman Eckley seconded the motion. Chairman Windham called for the vote, and motion carried. All voted in favor.
The meeting was adjourned at 9:43 a.m. on a motion made by Vice-Chairman Eckley, seconded by Councilman Beasley.
