LEE COUNTY COUNCIL CALLED MEETING
JANUARY 17, 2019,
FAMILY COURT ROOM – SECOND FLOOR OF THE COURTHOUSE
Members present were Travis Windham, Chairman; Gordon Eckley, Vice-Chairman; David Addison, member; Charles A. Beasley, member; Jackie Josey, member; Johnette Caughman, member; Ron Fountain, member. Staff present were Alan Watkins, Administrator; Julie Stokes, Assistant Administrator/Clerk to Council; Cecil Stevens.
FOIA Pursuant to the Freedom of Information Act, all individuals requesting notifications were so notified.
OPEN MEETING, INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG
Chairman Windham called the meeting to order and welcomed everyone. Cecil Stevens gave the invocation and led the Pledge of Allegiance to the Flag.
REQUEST FOR MOTION ON ADOPTION OF RECOMMENDED AGENDA Councilman Beasley made the motion to approve the agenda as written. Vice-Chairman Eckley seconded the motion. Chairman Windham called for the vote, and motion carried. All voted in favor.
REQUEST FOR MOTION ON FIRST READING APPROVAL OF ORDINANCE
A. UPDATE OF COUNTY ADMININSTRATOR CONTRACT
Chairman Windham said that the Ways and Means Committee had met regarding the update of the contract. He said contract would not be final until three readings. Mr. Watkins said that it was a two year contract which was being updated from four years ago. He said that the two year contract had an automatic renewal every year. Councilperson Josey made the motion to approve the update of County Administrator contract for first reading. Councilman Beasley seconded the motion. Chairman Windham called for the vote, and motion carried. All voted in favor.
B. MINUTE CLINIC WITH CARESOUTH FOR COUNTY EMPLOYEES Mr. Watkins said that the County would be opening a clinic for county employees or state employees.
Page 2, Lee County Council Called Meeting, January 17, 2019 He said that a nurse practitioner and possibly a couple of staff would be involved and would need office space. Mr. Watkins said this could cut down on time away from the office, if employees would normally have to go out of town to visit their doctors. Mr. Watkins said there is a possible office at DHEC that would available for use. He said that he has contacted the school district and they thought it was a good idea. Mr. Watkins is to contact all state agencies in the county about participation. He said this would be at no cost to the county and no liability to the county. He said the county would have no access to medical records, and this would be just like going to your regular doctor. Councilman Beasley made the motion to approve the Minute Clinic with CareSouth for County Employees for first reading. Councilman Fountain seconded the motion. Chairman Windham called for the vote, and motion carried. All voted in favor.
REQUEST FOR MOTION ON THIRD READING APPROVAL OF ORDINANCE
A. APPROVAL TO PURCHASE TWO TRACTS OF PROPERTY 1. TRACT 1 – APPROXIMATELY 25 ACRES ADJACENT TO JAMES INDUSTRIAL PARK
2. TRACT 2 – APPROXIMATELY 13 ACRES ADJACENT TO MM LEVY PARK Mr. Watkins said tract 1 was contiguous to James Industrial Park and the environmental study had been cleared. He said that the County was working with Department of Commerce for state funding. He said that Tract 2 was adjacent to MM Levy Park. Vice-Chairman Eckley made the motion to approve for third and final reading. Councilman Beasley seconded the motion. Chairman Windham called for the vote, and motion carried. All voted in favor.
