FAMILY COURT ROOM – SECOND FLOOR OF THE COURTHOUSE
Members present were Travis Windham, Chairman; Gordon Eckley, Vice-Chairman; David Addison, member; Charles A. Beasley, member; Jackie Josey, member; Ron Fountain, member. Staff present were Alan Watkins, Administrator; Julie Stokes, Assistant Administrator/Clerk to Council; Paul Fata, Thaddeus Dickey, Arlene Samuel. Others present were Carrie Gass, Debbie Tindal, Betty Scott, Sandy Jenkins, Lottie Jones, Robert Brown, and The Item.
Pursuant to the Freedom of Information Act, all individuals requesting notifications were so notified.
OPEN MEETING, INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG
Chairman Windham opened the meeting and welcomed everyone. Vice-Chairman gave the invocation and led the Pledge of Allegiance to the Flag.
REQUEST FOR MOTION ON ADOPTION OF RECOMMENDED AGENDA
Councilman Beasley made the motion to approve the agenda as mailed. Councilman Addison seconded the motion. Chairman Windham called for the vote, and motion carried. All vote in favor.
REQUEST FOR MOTION ON ADOPTION OF MINUTES FROM OCTOBER 10, 2017 AND CALLED MEETING MINUTES OF OCTOBER 17, 2017
Vice-Chairman Eckley made the motion to approve the minutes from the regular meeting of October 10, 2017 and called meeting minutes of October 17, 2017. Councilperson Josey seconded the motion. Chairman Windham called for the vote, and motion carried. All voted in favor.
REQUEST FOR MOTION ON ADOPTION OF SECOND READING APPROVAL OF ORDINANCE
CONSTRUCTION OF HANGER AT LEE COUNTY AIRPORT
Mr. Watkins said that the Airport Commission brought this to his attention. He said that the County had been working on getting 10 based aircraft to receive federal funding.
He said that unless you have 10 based aircraft, you are not eligible for funding. He said that currently the county has eight hangers on site and there was one from the previous year. Mr. Watkins said that Don Brown has a twin engine plane and wanted to construct a hanger that would house the plane.
Mr. Watkins said that the County would do a lease purchase contract and Mr. Brown will pay for the construction of the hanger. Mr. Watkins said that he would not pay rent for 20 years.

Vice-Chairman Eckley made the motion to approve for second reading. Councilperson Josey seconded the motion. Chairman Windham called for the vote, and motion carried. All voted in favor.
- ALLOCATION OF FILO TAX COLLECTION FOR SOME PROPERTY
Mr. Watkins said that the County wanted to have 20% of the proceeds from the FILO agreements to go towards economic development. He said that 20% of the FILO for Crowne Industries and SAC would go towards economic development.
Councilman Beasley made the motion to approve for second reading approval. Councilperson Josey seconded the motion. Chairman Windham called for the vote, and motion carried. All voted in favor.
BETTYE SCOTT AND LOTTIE JONES, OF LEE COUNTY TRANSPORTATION, WILL PROVIDE AN UPDATE TO COUNCIL ON TRANSPORTATION IN LEE COUNTY
Bettye Scott thanked the Council and County for everything they had done. She said that transportation is on the move because of the county.
Lottie Jones thanked the Council for their support. She said that trips are constantly increasing and have really increased over a year.
She said that Bettye Scott was awarded and did a presentation in Nebraska, and they wanted to know how Lee County made its transportation system successful. She said that Lee County has a lot to proud of in its accomplishments.
Bettye Scott said that the state of Virginia has asked Lee County to assist them in transportation endeavors, but due to health reasons, she would not be able to go.
APPROVAL TO APPOINT TERRY HERIOT TO THE LEE COUNTY PLANNING COMMISSION FOR DISTRICT 7
Mr. Watkins said Mr. Heriot would be replacing Artis Graham. Councilperson Josey made the motion to approve the appointment. Councilman Addison seconded the motion. Chairman Windham called for the vote, and motion carried. All voted in favor.
APPROVAL OF THE REAPPOINTMENT OF JAMES STOKES TO THE LEE COUNTY PLANNING COMMISSION FOR DISTRICT 1
Chairman Windham said this was his appointment, and Mr. Stokes had done a great job. Councilman Beasley made the motion to approve the reappointment of James Stokes to the Lee County Planning Commission for District 1. Vice-Chairman Eckley seconded the motion. Chairman Windham called for the vote, and motion carried. All voted in favor.
APPROVAL OF THE APPOINTMENTS OF ARLENE SAMUELS AND KAY FARMER TO THE LEE COUNTY DISABILTIES AND SPECIAL NEEDS BOARD, FOR A FOUR TERM AND A TWO YEAR TERM, RESPECTIVELY.
Councilman Addison made the motion to approve the appointments of Arlene Samuel and Kay Farmer to the Lee County Disabilties and Special Needs Board. Councilperson Josey seconded the motion. Chairman Windham called for the vote, and motion carried. All voted in favor.
- HEALTH, EDUCATION AND WELFARE
Debbie Tindal introduced Tammy Wise with Palmetto Youth Connections, and she briefed Council on this federally funded program.

- PLANNING, TAXES & PERSONNEL
Councilman Beasley attended the transportation meeting and enjoyed a good meal.
- BUILDNGS, LAND & PROPERTY
Vice-Chairman Eckley said he toured Crowne Industries and said it was very impressive and the facility could be enlarged. He said that they already started interviewing for jobs there.
He said the parking lot at the old Bishopville High School was completed and the windows on the courthouse was almost completed.
- PUBLIC SAFETY
Councilperson Caughman not here.
- RECREATION AND PUBLIC RELATIONS
Councilman Addison thanked Ms. Jones and Ms. Scotte for their report.
Thaddeus Dickey said they were working on basketball registration and Lee Central and Robert E. Lee was in the playoffs. He also said they were winterizing parks and getting baseball fields ready for spring.
Councilman Addison said that he had a correction to make. It was said that our senator (Malloy) did not return the call, but he did return the call and Mr. Addison did not answer.
Councilman Beasley asked Thaddeus to update on Woodrow Park. He said the signage was up and the ribbon cutting would probably be in a month.
- WAYS AND MEANS
No meetings. All department heads are doing good with their budgets.
- ADMINISTRATOR’S REPORT
Mr. Watkins said that he attended a strategic planning session at the COG. He said they had hired a new director, Chris McKinney, and he was on the interview committee. Mr. Watkins said he is going to do a good job.
He said he will be giving Mr. McKinney a tour of Lee County in December.
He said he attended an Administrator’s Meeting and said it was a good meeting.
Carrie Gass – thanked Council for their support on the Dennis Community Development Corporation and would appreciate any financial donations.
- COUNCIL WILL ENTER EXECUTIVE SESSION ON AN ECONOMIC DEVELOPMENT MATTER REGARDING PROJECT FRUITBASKET
Council entered Executive Session at 10:09 a.m. on a motion made by Vice-Chairman Eckley, seconded by Councilman Addison.
Council came out of Executive Session at 10:44 a.m. on a motion made by Vice-Chairman Eckley, seconded by Councilperson Josey. No votes were taken.
