MAIN COURT ROOM – SECOND FLOOR OF THE COURTHOUSE

  1. APPROVAL OF PROPOSED ZONING TEXT AMENDMENT TO THE LEE COUNTY ZONING ORDINANCE ARTICLE VI, DISTRICT DESCRIPTION, SECTION 6-16 TABLE OF PERMITTED USES, SECTION 4-2-2 DEER PROCESSING FACILITY “AS A NEW USE AND PERMITTED USE IN THE RURAL DISTRICT (RU) AS A SPECIAL EXCEPTION “E” AND AMEND ARTICLE 7 SUPPLEMENTARY DISTRICT REGULATION BY ADDING A NEW SECTION “SECTION 7-36 DEER PROCESSING FACILITY” WITH ITS GUIDELINES

The public hearing was opened at 9:30 a.m. on a motion made by Councilperson Josey, seconded by Vice-Chairman Eckley.

Mr. Watkins said that he received a request on July 19 from the Lee County Planning Commission to make zoning adjustment. He said this is a seasonal operation.  He also said

there would be guidelines put in place that a person would have to meet before a Deer Processing operation could be done. (See Attached List).

Councilman Addison asked if this type of operation would come under DHEC. Ms. Arlene Samuel said that DHEC could come in and check at any time.

Carrie Gass asked with a special exception can anyone who applies for this have to go through this process. Mr. Watkins said that Council was not approving it this morning but setting up the process.  He said that if Council puts into place as a special exception, a person would have to go before the Board of Zoning Appeals.

Mrs. Gass asked if a specific person had applied for a deer processing operation. Mr. Watkins said a person in Lynchburg had applied.  The operation would be located off of Backswamp Road.

Chairman Windham said there is only one deer processing operation in the County and it is located in the Wysacky area, and it is located less than 200 feet of houses.

The public hearing was closed at 9:38 a.m. on a motion made by Councilman Addison, seconded by Vice-Chairman Eckley. Chairman Windham called for the vote, and motion carried.  All voted in favor.

Chairman Windham welcomed everyone and Vice-Chairman Eckley gave the invocation and led the Pledge of Allegiance to the flag.

REQUEST FOR MOTION ON ADOPTION OF RECOMMENDED AGENDA

 The agenda was approved as mailed by Vice-Chairman Eckley, seconded by Councilman Addison. Chairman Windham called for the vote, and motion carried. All voted in favor.

REQUEST FOR MOTION ON ADOPTION OF MINUTES FROM THE REGULAR MEETING OF SEPTEMBER 12, 2017

 The minutes were approved as written by Councilperson Josey, seconded by Councilman Fountain. Chairman Windham called for the vote, and motion carried.  All voted in favor.

REQUEST FOR MOTION ON ADOPTION OF FIRST READING APPROVAL OF ORDINANCE

 AMENDMENT TO THE EXISTING MULT-COUNTY INDUSTRIAL PARK AGREEMENT BETWEEN LEE COUNTY AND DARLINGTON COUNTY

Mr. Watkins said he received this request from Darlington County as a result of an announcement of a new industry there. He explained that if a new industry locates in a multi-county park, there are tax incentives for that industry locating there.  He said this would give the County additional revenue coming in and the amendment would also lengthen the term of the agreement to 40 years.

Councilperson Josey asked if Lee County owned this property. Mr. Watkins said that this was a process of the FILO agreement between the Counties and Lee County would receive 1% of fee proceeds.

Vice-Chairman Eckley made the motion to approve for first reading approval of ordinance. Councilperson Caughman seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

Councilperson Caughman made the motion to approve for second reading approval. Vice-Chairman Eckley seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

  1. APPROVAL OF CONTRACT FOR SUMTER/LEE DETENTION CENTER

Mr. Watkins said that previous administrator retired. He said that Sheriff Anthony Dennis approached Sumter County about taking over facility.  He said we are doing contract with Sheriff Dennis, who will be responsible for day to day activities.  Mr. Watkins said that the budgets will be kept separate, and the contract will be renewable at each election in case there is a new sheriff elected.  Mr. Watkins said there should be no cost increase and said the County is basically moving this under Sheriff Dennis.  He said it is basically a savings to the County not to have to operate a jail.

Councilperson Josey made the motion to approve the contract for Sumter/Lee Detention Center. Councilperson Caughman seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

  1. PURCHASE OF EXCAVATOR AND BACKHOE FOR PUBLIC WORKS

Mr. Watkins said there has been discussion through the Buildings, Land & Property Committee and we are now moving forward with the purchase of this equipment. He said that the total for the excavator, backhoe and trailer after the trade in of the current backhoe is $230,206.72.  Mr. Watkins said the recommendation from the Committee is to pay a portion of the total cost up front with the funds from the $15 Road Maintenance Fee, and finance the balance for 36 months as John Deere currently has 0% interest rate for new equipment for 36 months.  He said this would allow the County to retain a healthy surplus in the Road Maintenance account to meet short term needs in the event of an emergency.

Vice-Chairman Eckley made the motion to approve for second reading. Councilperson Josey seconded the motion.  Chairman Windham called for the vote, and motion carried.  All voted in favor.

COMMITTEE REPORTS

  1. HEALTH, EDUCATION & WELFARE

Councilperson Josey said that Lee County First Steps has purchased a building on Church Street. She also said that October 13 is homecoming for Lee Central High School.

  1. PLANNING, TAXES & PERSONNEL

Vice-Chairman Eckley said that parking lot has been completed and awnings are being done. He said that windows are nearing completion.

Chairman Windham said in reference to Ashwood Lake that the County does not have any control. He said that Representative Wheeler said it’s a go and they have received bids. He said that FEMA has extended the deadline to February, 2018.

  1. RECREATION AND PUBLIC RELATIONS

Thaddeus Dickey said that he has received great compliments on the parking lot. He said that football will be done in two weeks.

Mr. Watkins said that awnings will go across front of building and will be installed in early November. He said the flag pole will be relocated to a more visible area.  The County is working with Pilot Club for the installation of memorial bricks.  A ribbon cutting should be done in mid November.

Councilman Addison mentioned that the kids are using the railing of the stairs for a play area and encouraged parents to correct their children.

He said that the transit system is going well. He said the rider count is still up and they are working on extending the routes.

  1. ADMINISTRATOR’S REPORT

Mr. Watkins said that Crowne Industries began interview process for those who registered at the job fairs and anyone else interested can apply online.

Mr. Watkins introduced Jeffrey Wilkes as the Resident Maintenance Engineer with SCDOT, here in Lee County.

PUBLIC COMMENT

Carrie Gass – regarding healthcare, asked if there was anything the County could do to replace dentist and doctor here in Lee County. She said there is a dentist that will be operating out of the office on Harris Street and it will be a children’s dentist.

She also made everyone aware of a fundraiser that will take place on October 21 for Dennis High School.

EXECUTIVE SESSION

  1. COUNCIL WILL ENTER EXECUTIVE SESSION ON AN ECONOMIC DEVELOPMENT MATTER REGARDING PROJECT SUNSHINE

Council entered Executive Session at 10:11 a.m. on a motion made by Vice-Chairman Eckley, seconded by Councilman Addison.

Council came out of Executive Session at 10:32 a.m. on a motion made by Vice-Chairman Eckley, seconded by Councilperson Josey. Chairman Windham called for the vote, and motion carried.

No votes were taken.

ADJOURN

The meeting was adjourned at 10:33 a.m. on a motion made by Councilman Fountain, seconded by Vice-Chairman Eckley.
